The visitors gave star striker Robert Ssentongo his first start of the game but the striker failed to get his first goal of the season although the hosts had goalie Martin Elungati to thank for making good saves.
Express FC also had their opportunities to win it but Ceaser Okhuti twice missed from close range after being played through by Emmanuel Kalyowa.
The draw leaves the Red Eagles third on the log with 10 points while URA FC stay 6th with eight points.
