Baale scored a game-high 20 points, showcasing an impressive performance that energised the defending champions, marking their second consecutive win.
Edgar Munaba contributed 17 points, while John Baptist Dauna added 10 points to the scoring tally for the Oilers.
Mark Ngobi was the standout player for Sommet, reaching double figures with 20 points.
The game began with Andrew Sendawula sinking a mid-range jumper that gave Sommet a narrow one-point lead at the end of the first period, with a score of 21-20.
Baale and Malual Dier each hit two three-pointers, allowing the City Oilers to take a three-point lead (44-41) by halftime.
After the break, Sommet struggled offensively, scoring only seven points, while the Oilers extended their lead to 17 points.
Despite a strong effort from Sommet in the final period, the City Oilers maintained control of the game and secured a 14-point victory.
