Federation of International Football Federations (FIFA) has trained 24 Ugandan Football Club Administrators in the Transfer Matching System (TMS).

This was during the stakeholders’ workshop in Uganda, the first of its kind, when a team from Zurich trained the officials on Thursday.

FIFA TMS Head of Integrity and Compliance Morris Kimberly,  Elia De Santis, Training and Support Coordinator in FIFA TMS and Legal Counsel Compliance Department FIFA TMS Prisca Mutesi conducted the workshop.

The trained officials were from the top flight league and a few selected participants from other football divisions in the country at FUFA House in Mengo, Kampala.

The one day workshop was officially opened by FUFA Vice President Justus Mugisha, who was also accompanied by FUFA CEO Edgar Watson.

Mugisha hinted on the significance of the workshop;

The workshop is part of FUFA’s strategy to professionalize the game as defined in FUFA’s 5 years Strategic plan.

FUFA TMS manager Ali Mwebe expressed gratitude towards the workshop;

Previously, FIFA TMS would train us (TMS Managers) of Member Associations of FIFA and we later organize local trainings for clubs at home but this time, they are doing it selves.

The training was aimed at matching global International Transfer Matching System, proper execution of transfers and loan transfers as well as ‘Claims’.

The new aspect in the system enforces payment of statutory training compensation fees and solidarity contribution fees to former clubs that contributed to training and development of a professional player as per FIFA Regulations on Status and Transfer of Players.

The instructors concentrated on aspects of access and confidentiality.

Background:

In 2007, the 57th FIFA congress voted to create an online system for male 11 a-side international football transfers as one of the recommendations of the FIFA task force “for the good of the game”.

The objectives were to increase integrity and transparency in the market by increasing data available to football authorities on every transaction and to enforce rules on the protection of minors.
