Following directives from Fifa in June on the amendments statutes in the Fufa and USL constitution, a new constiution was adopted on Saturday at the closure of the two day federation General Assembly.

In the new constitution, the FUFA supremo’s powers to appoint his executive have been quashed. Instead, a new independent and neutral body will be set up to elect the executive.

In addition, the number of executive members has been reduced from 21 to 13 members. The constitution has also cut the number of Fufa delegates to the assembly from 174 to 86 something that wasn’t warmly welcomed by many sections of the delegates since most are likely to lose their positions in this new development.

For instance, the schools will now only have two delegates in the assembly. The 16 super league clubs were finally made members of the assembly and will be represented individually.

On the contentious issue of who runs the league, the assembly withdrew the mandate from USL Ltd and a new company under the federation named Fufa Super League Ltd (FSL) was tasked to organise the league.

However, this development was passed even before the Anthony Kimuli and Abbas Kawase reports that were meant to harmonize relations between Fufa and USL are out.

Speaking about the new constitution, Fufa president Lawrence Mulindwa said that it was fine since it strengthens structures and not individuals like the past while USL Chairman Julius Kavuma Kabenge hailed the new constitution as it has increased the powers of super league clubs and congratulated the USL members upon incorporation in the assembly.
