In a world where many struggle to balance passion, education, and professional duty, the journey of Uhuru Daniel Outeke stands as a true testament to discipline, resilience, and the power of continuous self-improvement.
Before earning recognition in the Uganda Prisons Service, Outeke had already made his mark on the football field. His dedication to the game saw him attain a National Referees Badge in 2021, a milestone that enabled him to officiate matches in the Uganda Premier League during the 2021/22 season.


Away from football, his commitment to national service has been equally impressive. Since joining the Uganda Prisons Service in 2019, he has served under the Uganda Prisons Sports Unit, combining his responsibilities as a prison officer with his passion for sports and his pursuit of higher education. He is currently undertaking a Bachelor’s Degree in Community-Based Rehabilitation at Kyambogo University.
His desire to grow beyond his profession is also reflected in his selection for the Huduma Fellowship at the LéO Africa Institute, a programme designed to shape a new generation of ethical and transformational African leaders.
The dedication, professionalism, and discipline that have defined his journey were recently rewarded when the Uganda Prisons Authority promoted him to the rank of Lance Corporal. The promotion was part of a nationwide exercise announced on 24th June 2026, in which 258 prison officers were elevated in recognition of their service, in accordance with Articles 172(3), 215 and 217 of the Constitution of the Republic of Uganda and Section 10(c) of the Prisons Act, 2006.


From blowing the whistle on Uganda’s biggest football stages to wearing the stripes of a Lance Corporal, Uhuru Daniel Outeke’s story is more than a personal achievement it is a message to many young Ugandans that dreams can be pursued on different fronts. With discipline, education, and a commitment to serving others, it is possible to rise, inspire, and leave a lasting impact.
