Ogwel meanwhile confirmed that government funding starting financial year 2026/27 through NCS shall only be extended to those organizations that have successfully completed registration under the National Sports Act.
The National Council of Sports General Secretary Dr. Patrick Bernad Ogwel has confirmed that only eleven National Sports Organizations have fully complied with the requirements of the law as regards registration.
This follows the enactment of the National Sports Act, Cap. 151 in August 2023 and commencement of Section 7 through the National Sports Act Instrument S.I No. 23 of 25 on March 14 that required all the National Sports Organizations to register under the new legal frame work.
Of the previously 51 National Sports Organizations registered under the repealed legal regime, only 45 submitted applications and out of that following several procedural processes, only eleven are fully complied.
This was revealed during a press briefing at the NCS on Monday July 20, 2026.
Accordingly, the eleven are Netball Uganda (NU), Pool Association of Uganda (PAU), Federation of Uganda Football Associations (FUFA), Uganda Dance Sport Federation (UDSF), Badminton Uganda (BU), Uganda Athletics (UA), Uganda Chess Federation (UCA), Uganda Table Tennis Association (UTTA), Uganda Tennis Association (UTA), Uganda Boxing Federation and Federation of Uganda Basketball Association (FUBA) and these have been issued with Certificates of Registration which are valid for a period of one year from the date of issuance, subject to annual renewal.
Ogwel also revealed that seven National Sports Organizations were also found to be substantially compliant with the requirements of the law but have go under further verification of compliant documents submitted before they are issued with certificates upon successful completion under the new legal regime.
These include the Federation of Motor Sports Clubs of Uganda, Uganda Woodball Federation, Uganda Squash Rackets Associations, Uganda Gold Union, Kabaddi Federation of Uganda, Uganda Aquatics and Uganda Rugby.
Fourteen others were found to still have major non-compliance issues and these have been given one-month remedial period to address pending issues as of Monday July 20, 2026.
These are Uganda Handball Federation, Uganda Hockey Association, Uganda Judo Association, Uganda Ludo Federation, Uganda Skating Association, Uganda Climbing, Uganda Volleyball Federation, Uganda Zurkhaneh Association, American Football Federation of Uganda, Uganda Archery, Uganda Baseball and Softball Association, Uganda Gymnastic Federation and Uganda Cycling Association.

At the moment, 43 billion Uganda Shillings have been extended to NCS with 50% of the funds already available as per Ogwel and there will no longer be ring fencing of funds for particular federations as has been the case before.
