(Decision: CDP No.30 of 2019):
Circumstances of the case
CDP received a petition from Vipers SC alleging that, during SUPL M#102 Maroons FC Vs Vipers SC played on Friday 22nd November 2019 at Luzira Prisons Grounds, Maroons FC fielded an ineligible player in the names of Sebwalunyo Hannington. The allegation was premised on the fact that the aforementioned player had accumulated three cautions/ yellow cards making him ineligible to play against Vipers SC on the abovementioned matchday.
Maroons FC submitted their response to the disciplinary proceedings.
Article 29(9) of the FUFA Competitions rules establishes that. “A player who accumulates three (3) bookings (cautions) in a league and mixed-format competition shall automatically become an ineligible player for the next one physically played match”.
The CDP finds that;
According to Referees’ Match Reports, Player Sebwalunnyo Hannington, shirt 12, of
Maroons FC accumulated yellow cards/cautions in the following matches,
M#12 Maroons FC Vs Kyetume FC,
M#93 Express FC Vs Maroons FC and
M#80 Proline FC Vs Maroons FC making him ineligible to play the next match.
Maroons FC fielded Sebwalunyo Hannington against Vipers SC before he had served his suspension in accordance with Article 29(9) of the competition rules.
Accordingly, CDP orders that;
1. Maroons FC loses the match against Vipers SC by foifeture in accordance with Art. 19 (19) of the FUFA Competitions Rules which establishes that, “A Club that fields an ineligible player shall lose the match by forfeiture to the opposing team.”
2. The table standings be updated accordingly.
